高校大型活动安全管理机制研究

Research on Security Management Mechanism of Large Scale Activities in Colleges and Universities

随着我国高等教育迅速发展和全面普及,作为高校一大特色的各类大型活动呈现井喷式扩张。高校大型活动对丰富师生生活、提升学生综合素质、培养学生组织和实践能力、促进校园文化建设和精神文明建设具有重要作用和积极意义。与此同时,近年来高校在举办各类大型活动中安全事故频繁发生,给学校声誉、师生安全带来负面影响。因此,加强对高校大型活动安全管理机制研究是形势所在、情理之中。重点探讨高校大型活动安全管理的必要性和重要性及其基本原则,并从人员、管理、环境三方面分析其影响因素,同时借鉴西方发达国家在高校大型活动安全管理方面上的成功经验,从而提出相应对策和具体良方,以期为今后高校大型活动安全管理的组织与实施提供参考依据。

With the rapid development of China’s higher education and the full popularization,as a major feature of the university of various large-scale activities showing a blowout type expansion,the largescale activities have an important role and significance to enrich the lives of teachers and students,improve students’ comprehensive quality,train organization and practice ability of students and promote the construction of campus culture and spiritual civilization construction.At the same time,in recent years,all kinds of safety accidents in large-scale activities of colleges and universities have a negative impact to school reputation and safety of the teachers and students.Therefore,it is the situation and reason to strengthen the research on the safety management mechanism of large scale activities in colleges and universities.The emphasis of this paper is to discuss the necessity,importance and the basic principle of the security management of major events,analyze its influencing factors from the aspects of personnel,management and environment,draw on the successful experience of the western developed countries in the security management of major events,and offer corresponding countermeasures and specific recipe in order to provide a reference for future organization and implementation of the security management of major events.
