京津冀一体化深度合作机制探析

Analysis on the Integral Deep Cooperation System in Beijing-Tianjin-Hebei Area

虽然京津冀一体化发展初具成效,但三地合作的困境仍然存在,区际利益的非均衡性和地方政府的有限理性是制约京津冀一体化发展的主要矛盾。在此基础上,以经济利益为引导,通过建立在区际利益非均衡性基础上的合作模式,逐步破除地方政府的有限理性,进一步探析三者在政治、社会等方面有效的长期合作机制,进而实现京津冀真正的合作。

Although the integration of Beijing, Tianjin and Hebei has taken an initial shape, the plight of the cooperation is still going on. The interregional unbalance interests and the limited rationality of local government are the principal obstacles which block the integral development. Thereby, the cooperation mode was established on the basis of the interregional unbalance interests guided by economic interests so as to gradually break the limited rationality of local government. The long-term effective cooperation mechanics of three regions in politics, society and other fields needs to be deeply explored into so as to realize real cooperation among three regions.
