工程集成服务合同管理模式在平湖油气田钻完井项目中的应用 被引量:1

摘要 平湖油气田I期扩建工程的平湖AA5井和平湖 7井是该油气田有史以来钻井难度最大的2口井 ,且工程投资费用相对不足。为控制好质量和费用 ,调动甲乙双方的积极性 ,适度分散风险 ,平湖钻完井项目组采取了新的管理模式 ,即工程集成服务合同管理模式。在这一合同管理模式下 ,甲方仍然是作业者 ,并履行作业者的职责 ,而把可能影响工程进度、费用的技术服务捆在一起 ,以工作量大小、质量计价 ,以总价的方式与一家具有综合实力、能承担一定风险的承包商签订工程集成服务合同。实践证明 ,该管理模式达到了预期目的和效果。 Two wells, Pinghu A A5 and Pinhu 7 in the first extension project of Pinghu Oil & Gas Field were the most difficult to drill, since the beginning of the field, and the investment cost was sufficient comparatively. Pinghu drilling & completion project team adopted new managerial manner, namely integrated engineering services contractual managerial manner, to control the quality and cost, arouse the enthusiasm of both sides and disperse the risk. In this manner, A was still an operator and performed own duty. Integrating the services, which may influence the project progress and cost, deciding the price according to the quantity and quality, the operator signed IES contract on total price with a comprehensive contractor, which can afford to take risk. The practice proved that this managerial manner achieved the desired aims and results.
