A New Technique of Function Evaluation, Basic Point and Average Technique

通过对功能评价中的基点法和平均先进分值法的分析,结合两者优点,提出一种新的功能评价方法即基点平均分值法.其基本思想是,将多个具有代表性的功能单元视为基点,计算出相应的平均成本或分值,然后以此为标准,求得其他功能的目标成本和价值系数.最后指出,每种功能评价方法所得结果都只是指示出产品或作业的改进方向,不能把它们与实际问题等同起来.否则将导致错误.

The paper is based upon the analysis of the basic point technique and the technique of the average of higher value coefficients, two common techniques applied to evaluating the function of a product.Combining the strengths of both techniques,a new technique of function evaluation,basic point and average technique,is developed.The basic idea of the technique is selecting typical functional components as the basic points and calculating corresponding average cost or score,and then against the average calculating the costs and value coefficients of remaining functions.Finally,it should be noted that these techniques,whose purpose is to help find where to improve a product or operation,are distinct from actual improvements which are the result of creative work.
