本文结合政府治理黑网吧的两种模式——常规治理和专项整治——来分析黑网吧无法禁止的原因,结论是:常规治理程序上的缺陷——ISP的缺位——以及其他一些因素导致了黑网吧的大量出现,由此引发了国家一系列的非常规治理措施,这种缺陷并不能在短时间内消除。在常规治理尚需要时间发挥作用的时候,专项整治是政府回应社会需要的手段之一,具有合理性。与此同时,政府正积极推进网吧连锁经营,试图弥补常规治理的行政成本高昂的缺陷。

This article explores the reasons why Black Internet Café(BIC) cannot be thoroughly banned by analyzing two regulative models-daily governance and specific rectification—in the battle against BIC.It concludes that,due to flaws in the procedure of daily governance—the absence of ISPs—and some other factors,quite a lot of BIC appeared.This later induced a series of irregular governance measures of the state.The flaws cannot be eliminated in a short time so that BIC will continue to exist.When it takes time to let daily governance work,Specific Rectification became the important measures for the state to correspondent to the social demands,and it's reasonable.At the same time,the government is advancing the cybercafe chain business actively so as to make up the deficiency of high administrative cost in daily governance.
