白鹤滩水电站物资调度与流向管理系统研发与应用

摘要 通过对白鹤滩水电物资调度与流向管理系统的影响因素分析,提出了基于微信平台的水电工程物资调度与流向管理概念;进而提出了大宗物资实时、在线精细调度方法,包括:(1)精益方法,对水电工程中的物资调度与流向管理精确到具体的执行、计划和监督者及物资需求的位置,以符合工程建设精细质量管控要求;(2)交互方法:物资需求的提出上报与调度者、流向执行者、监督者实现交互实时反馈机制,在提高调度实时性和效率的同时杜绝物资流失风险,通过反馈不断找到最佳的调度和流向管理的方法;(3)一体方法:在物资调度和流向管理方面,从调度发起、供应商供货、订单数据解析、物流安排、物流处理、物流监控、司机在途、物资检查及物流信息利用分析,结合白鹤滩水电工程实际,开发一体化微物资软件平台。实践表明,物资调度与流向管理方法及系统平台可较好地解决水电工程物资调配管理难、物资监控主体责任不落实、质量反馈机制不到位的问题,物资调度效率提高约50%,系统平台可供类似工程借鉴。 Based on an analysis of the factors affecting the material scheduling and flow management system of the Baihetan project,this paper proposes the concept of material scheduling and flow management based on the WeChat platform for hydropower construction projects,and then puts forward the real-time and online fine scheduling method for the bulk materials,including:(1) the lean method,for the management of the scheduling and flow of material in hydropower projects specific to particular activity,plan or supervisor as well as the spot of material demand,in order to meet the requirements of the fine quality control of the project;(2) the interactive method,to realize the realtime interactive feedback mechanism between the proposers,submitters,and schedulers of material demand,the flow executors and supervisors,so as to eliminate the risk of material loss and find the best method for the scheduling and flow management through feedback while improve the real-time efficiency of the material scheduling;(3)the integrated solution,with regard to material scheduling and flow management,to develop,from the initiation of scheduling,material supply,order data analysis,logistics arrangement,logistics processing,logistics monitoring,driver monitoring,material inspection and logistics information profit and in combination with the practical situation of the Baihetan Hydroelectric Construction Project,an integrated fine material software platform.The practice of the project shows that the materials scheduling and flow management methods and system platform proposed can solve the existing problems in material allocation and management of large hydropower projects,and improve the efficiency of material scheduling by about 50%,and the system platform can be referenced by similar projects.
