摘要
自2019年起,山东通过监测评估各市纳入国家、省地表水环境质量考核的断面和跨市饮用水水源地水质达标情况,建立生态补偿机制。山东对各市考核断面的21项考核指标年平均浓度进行年度考核,全部达到年度水质考核目标的,可按照断面数量获得1600万元至2000万元的断面达标基本补偿资金。
Since 2019,Shandong has established an ecological compensation mechanism by monitoring and assessing the target rates of cross-section and cross-city drinking water sources that are incorporated into the national and/or provincial quality assessments of surface water environment.??Shandong conducts an annual assessment of the annual average concentration of 21 indicators for such cross sections in each city.If all these sections meet the annual water quality assessment target,a basic compensation of 16 million yuan to 20 million yuan will be given according to the number of sections.??At the same time,a compensation for water quality changes is conducted as well.??A compensation of 40,000 yuan from the provincial government will be given to the single section that improves its monthly assessment of 4 indicators,i.e.ammonia nitrogen,chemical oxygen demand,total phosphorus and fluoride,by 1 percent year-on-year,whereas cities which drop by 1 percent year-on-year shall pay a compensation of 50,000 yuan to 2 million yuan to the provincial government.
