China’s National Governance Theory for a New Era and Its Significance

自现代国家产生几百年来尤其是最近几十年来,基于不同的哲学理论、历史背景和国情状况,产生了多种类型的国家治理学说与治理实践,但大多存在着意识形态先进性不足、政府执政合法性不足、动态调整及时性不足、内外大局统筹性不足以及治理学说的可推广性不足等局限,各国普遍面临'治理赤字'或'治理危机'。习近平新时代中国特色社会主义思想所开创的治国理政之道,作为现代国家治理学说的重大创新,通过强化党建、深化改革、优化发展、积极参与全球治理、主动引领全球理念,力争构建出更为先进的现代国家形态,不仅进一步丰富和发展了马克思主义理论,引领中国实现从站起来富起来到强起来的伟大飞跃,而且对全球普遍存在的现代国家'治理赤字'和'治理危机'做出有力回应,为那些追求建立和不断完善现代国家治理体系的国家提供了很好借鉴,并有助于推动形成更为合理的新型国际关系,具有重要的理论、历史和世界意义。

Since the birth of modern states,particularly over the past few decades,there have been many kinds of national governance theory and practice based on different philosophies,historical contexts and national circumstances.But disadvantaged ideology,lack of political legitimacy,delayed dynamic adjustment,unbalanced coordination between the domestic and external,insufficient theory promotion approaches have caused widespread governance deficit or governance crisis.The governance theory initiated by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era has led China to become a more advanced modern state,and its experiences in perfecting national governance system can be used as examples by other countries.The new approaches to national governance are strengthening party’s discipline,further reform,comprehensive development,active participation in global governance and leading worldwide philosophy.As a robust response to governance deficit and governance crisis,this innovative ideas would not only enrich and enhance Marxism,but also achieve a tremendous rejuvenation for China,and establish a reasonable new type of international relations.It is a governance innovation of theoretical,historic and global importance.Over the next three decades,China should firmly implement its strategy,balance the social transition and social stability,establish a process for management and prevention of risks,strengthen the Party’s globalized particularities,and realize the goal of national rejuvenation and global justice.
