"药品零差价"政策的出台,主要为了帮助基层老百姓更好地看病就医,提升基层老百姓的经济生活水平,确保人们的生命健康得到安全保障。但是当前的财政补贴问题比较显著,无法充分发挥药品零差价政策的功能效果。当"药品零差价"政策实施以后,将在一定程度减少医疗机构收入,医疗机构无法获得充足的财政补偿,容易削弱医疗机构的工作积极性。基于此,该文以"药品零差价"政策对基层医疗机构的影响为出发点进行深入分析,并提出了保障政策顺利实施的相关策略,以期能够达到良好的降价效果。

The introduction of the "zero difference of drugs" policy is mainly to help grassroots people have better medical treatment, to raise grassroots people's economic living standards, to ensure that people's life and health are safe and secure. But the current financial subsidies is more obvious, cannot give full play to the effect of drug zero difference policy. When the "zero drug price" policy is implemented, the income of medical institutions will be reduced to a certain extent, medical institutions cannot get adequate financial compensation, it's easy to weaken the enthusiasm of medical institutions. Based on this, this paper takes the influence of "zero difference of drugs" policy on the impact of primary medical institutions as the starting point, and puts forward the relevant strategies to ensure the smooth implementation of the policy so as to achieve good effect of price reduction.
