济南市卫生计生综合监督执法体系现状及其完善

Current situation analysis and perfection of health and family planning comprehensive supervision and law enforcement system in Jinan city

目的:加强卫生计生综合监督执法能力,优化资源配置。方法:通过对执法现状和违法事实分析,探讨存在问题和重点监督执法领域。结果:济南市共有监督机构12家,卫生监督员293人。全市全年完成行政许可3222件,经常性卫生监督27 209户次,监督抽检829户次;案件查处953件。基层卫生监督机构面临人员短缺、任务繁重现况,科学合理优化资源配置和确定重点执法领域是保证体系建设和完善的关键。

Objective:To strengthen the capacity of comprehensive supervision and law enforcement of health and family planning,optimize the allocation of resources.Methods:Through the analysis of Law enforcement situation and fact of malfeasance,find out the questions and focus on supervision and law enforcement.Results:There were 12 health and family planning supervision institutions and 293 supervisors in Jinan.This year 3 222 health administrative licenses,27 209 households under regular health supervision and 829 households under random inspection have been completed.953 cases have been investigated and dealt with.Health supervision institutions of basic level are facing the situation of shortage of personnel,complicated and heavy supervision tasks.Scientific and rational optimization of resource allocation and determination the focus law enforcement areas are the keys to improve the health and family planning supervision system.
