《学校卫生综合评价(GB/T 18205-2012)》标准跟踪评价报告

Report on standard follow-up evaluation of Comprehensive Evaluation of School Health(GB/T 18205-2012)

目的了解《标准》主要内容的贯彻实施情况、推进《标准》实施的影响因素、社会公众对《标准》的认知情况;调查《标准》的科学性、合理性及可操作性;收集有关单位在《标准》执行过程中遇到的问题;完成《标准》追踪评价总结报告。方法江苏省卫生监督所以省、市、县三级卫生监督机构、疾控机构和学校为调查对象,采用了问卷调查的形式,以指定性问题和开放性问题相结合的方式开展了对《标准》的跟踪评价。结果《标准》的颁布实施,对于提升我国学校卫生管理质量起到了积极的推动作用,与此同时也存在诸如学校教学设备不断改进、学校食品监管职能调整、学校卫生部分指标落后等问题。结论建议下一步适时启动《标准》的修订工作,进一步明确《标准》的相关配套检测标准,加大宣贯培训力度,相关部门依法依规开展《标准》中部分规范性引用文件的修订工作。

Objective Understand the implementation of the main contents of the standards,the factors influencing the implementation of the standards,the public’s awareness of the standards;the scientificity,rationality and operability of the standards;collect the problems encountered by the relevant units in the implementation of the standards;and complete the summary report of the standard tracking and evaluation.Methods The Jiangsu HISA surveyed health supervision institutions,CDC institutions and schools on provincial,municipal and county levels with questionnaire,which combined closed-ended and open-ended questions.Results The introduction and implementation of the standards has played a positive role in improving national school hygiene management.Meanwhile,with school teaching equipment upgrading,school food safety supervision departments changing,some of the standards have been out of date.Conclusion We suggest revision of the standards be started in proper time,matched testing standards be more clear,more promotional activities be held.Relevant departments should revise part of the standards’normative references according to laws and regulations.
