四川省农村饮水工程建设和监管现状及对策分析

Current situation and countermeasure analysis of rural drinking water project construction and supervision in Sichuan Province

本文从饮用水水源地现状、供水工程建设、饮水工程后期管理、水质检测、卫生监督等几个方面分析四川省农村饮水工程建设和监管现状并提出相应的对策建议。本次调研的农村饮水工程,主要是指为解决农村居民饮水问题而兴建的有一定供水规模、国家推导的'农村饮水安全工程'。调研选取了四川省内经济发达地区、中等发达地区、经济欠发达地区的有代表性的乡镇。调研形式:现场踏堪、问卷调查、座谈会。调研对象:农村饮水安全工程建设单位的有关负责人、乡镇政府工作人员、运行管理单位有关负责人、用户等。调研目的:找出农村饮用水工程的建设最佳解决方案和后期运营管理的新模式,最大限度地避免修建后又废弃的浪费现象发生。

This paper analyses the current situation of rural drinking water project construction and supervision in Sichuan Province from the aspects of the current situation of drinking water source,water supply project construction,late management of drinking water project,water quality detection,sanitation supervision and so on,and puts forward corresponding countermeasures and suggestions.The rural drinking water project in this survey mainly refers to the'rural drinking water safety project'which has a certain scale of water supply and is deduced by the state to solve the drinking water problem of rural residents.The survey selects the economically developed,moderately developed and underdeveloped areas in Sichuan Province.Investigation form:on-site visit,questionnaire survey,symposium.Research objects:the relevant responsible persons of rural drinking water safety construction units,township government staff,relevant responsible persons of operation management units,users and so on.The purpose of the investigation is to find out the best solution for the construction of rural drinking water projects and a new mode of operation and management in the later period,so as to avoid waste after construction to the greatest extent.
