The think-tank of the local university library is an important part of the think tank system in China, which plays an important role in the science and democracy of local governance. Under the background of the construction of new think tanks, local university libraries should seize the opportunity of transformation and upgrading and function optimization, develop the think tank service with their own advantages, and build a new think tank. The paper analyzes the feasibility and implementation strategy of the think-tank construction in local university libraries by enhancing information platform and resources construction, based on the location of local service, strengthening the strategic positioning of collaboration, and promoting the socialization and specialization of knowledge service.
