阵痛与调适:高校行政管理制度改革的纵向探析

摘要 落实"双一流"战略,实现教育强国目标离不开高校行政管理的支撑。我国传统行政管理制度弊病是高校发展的主要障碍。文章分析了高校行政管理功能运行特点及高校行政管理当前存在的问题,其服务意识缺乏和行政管理效率低下是两大主要问题,并进一步探究高校行政管理的主要诱发因素是结构设置不合理、行政权力泛化、行政管理队伍综合素质低下等。新公共服务理论的兴起为高校行政管理制度改革指明了方向。在基于新公共服务理论基础之上,提出完善结构、加强服务意识、健全绩效考核制度等完善高校行政管理制度的路径选择。 The implementation of the 'double first-class' strategy and the realization of education strong country goal cannot be separated from the support of university administration.The drawback of China’s traditional administrative system is the main obstacle to the development of colleges and universities.This paper analyzes the function of university administrative management operation characteristics and existing problems of university administrative management—the lack of service consciousness and administrative inefficiency are the main two problems,and further explores the main inducing factors of administrative management in colleges and universities—unreasonable structure,administrative power generalization,low administrative team overall quality and other factors.The rise of the new public service theory points out the direction for the reform of administrative management system in colleges and universities.On the basis of the new public service theory,this paper puts forward the path choice of perfecting the administrative management system of colleges and universities,such as perfecting the structure,strengthening the service consciousness and perfecting the performance appraisal system.
