民办学校分类管理的国际经验与中国选择

International Experience in Classified Management of Private Schools and China's Choice

一直以来,民办学校是我国教育事业的重要组成部分。近年来各类民办学校迅猛发展,在我国教育事业中占据越来越重要的角色,然而在这个过程中引发了很多问题。国外的私立学校历史悠远,有丰富的成功经验也有很多深刻的教训,在平衡社会公益和获取回报、协调教育质量和教育公平方面颇有建树。为此,我国立足于本国国情,研究和借鉴先进的国际经验,制定相关政策法律,提出对民办学校进行营利性与非营利性的分类管理,以此来促进民办教育的新发展。

Private schools are an important part of China’s education.In recent years,various private schools have developed rapidly and played an increasingly important role in China’s education system.However,many problems have arisen in this process.Foreign private schools have a long history,rich experience and many profound lessons.They have made great achievements in balancing social welfare and collecting returns,coordinating education quality and educational equity.To this end,China formulates relevant policies and laws,and proposes the profitable and non-profit classified management of private schools based on its own national conditions,researching and drawing on advanced international experience to promote the new development of private education.
