云南边境地区网络信息安全的新情况与新问题

New Situation and Problems of Network Information Security in Yunnan Border Areas

作为我国陆疆之一的云南边境地区,是我国边疆繁荣稳定的重点地区,也是"一带一路"倡议的重要节点。但与此同时,其自然通道众多导致了该地区边境安全管理的碎片化。在网络信息安全时代,由于它特殊的地缘结构和环境,使得境外犯罪组织或非政府组织利用现代网络技术和手段,进行跨国犯罪,使云南边境地区的网络信息安全呈现出传播工具的隐型化、宗教渗透的隐蔽化、跨国犯罪的超时空化、网络信息诈骗的遥控化以及恐怖主义传播的网络化等新特点,给云南边境地区的网络信息安全治理带来新的挑战。以云南边境地区网络信息安全的新情况与新问题为对象,进行深入研究,其目的是为有效防控该地区网络信息安全问题探寻新的治理手段。

As one of the land border areas in China,the border area of Yunnan is a key area for the prosperity and stability of our border areas,as well as an important node of the'One Belt and One Road'initiative.At the same time,however,a large number of natural corridors have led to the fragmentation of border security management in this region.In the era of network information security,its special geographic structure and environment make foreign criminal organizations or non-governmental organizations use modern network technology and means to commit transnational crimes,so the network information security in Yunnan border area shows new characteristics such as the concealment of communication tools,the concealment of religious infiltration,the transnational crime’s transspace,the remote control of network information fraud and the network of terrorism transmission,which bring new challenges to network information security governance in Yunnan Border Areas.This paper takes the new situation and new problems of network information security in Yunnan border area as the object of study and carries out in-depth research to explore new governance means for preventing and controlling the network information security problems effectively in this region.
