摘要
文化水平大幅度提高但技术业务素质上升缓慢 ,专业技术人员短缺 ,是五年来北京市职工队伍发展的总体情况。探析其原因 ,我们应建立切实可行的技术工人和专业技术人员的分配机制 ,给企业在职工技术等级评定方面更多的参与机会 ,调整企业教育培训经费的提取比例 ,注意提高职工特别是技术工人的社会地位 。
During the last five years, the general development of Beijing workers and staff is that the cultural level has promoted greatly, but the professional ability slowly and there has been a shortage of personnel in specific field. To counter this tendency, we must set up a feasible distribution system for workers and professional staff; give the enterprises more chance to participate in grading technical personnel; adjust the education training funds ratio; heighten the workers especially the skilled workers social status, and to create conditions in order to foster higher skilled workers.
