摘要
在发展社会主义市场经济过程中,国有企业改革成为全社会关注的焦点。而在国有中小企业整体改制普遍困难的情况下,可以通过分步改制和股权多元化的路径进行改革。在整个改革的过程中,都要采取切实有效的措施维护职工的合法权益。
In the course of developing the market-oriented economy, the reform of state-owned enterprises becomes the focal point of the whole society. In the difficult situation of changing social systems in medium and small-sied state-owned enterprises, the reform can be made through changing social systems step by step and in a variety of share rights. During the whole time of reforming, practical and effective measures must be adopted, in order to safeguard the workers and staff's legitimate rights and interests.
