In the course of developing the market-oriented economy, the reform of state-owned enterprises becomes the focal point of the whole society. In the difficult situation of changing social systems in medium and small-sied state-owned enterprises, the reform can be made through changing social systems step by step and in a variety of share rights. During the whole time of reforming, practical and effective measures must be adopted, in order to safeguard the workers and  staff's legitimate rights and interests. 
