After a study of the problems and causes of impoverished students in university for nationalities, the author considers in a new way the aims, conducting systems and measures of the aid project for impoverished students under new situation. Namely, in order to improve the abilities of impoverished students, it is a must to change views about poverty, to carry out as early as possible the state's loan projects for impoverished students, and at the same time the aid to ability should go side by side with the aid to finance.
