网络安全贸易纠纷是当前国际贸易纠纷的重点和难点。信息技术对社会经济发展和国际贸易影响巨大;网络安全监管,包括国家安全、公共利益和个人信息保护等均是各国政策的重要关注领域。如何协调贸易自由化和监管是包括世贸组织(WTO)在内的国际机构面临的重大课题。当前规则本身及其适用仍存在一些不明确之处,纠纷各方应保持克制,积极寻求务实的解决方案。

Cybersecurity related trade disputes are both important andhard. While IT technologies are indispensable to the social economic development and international trade,regulations on cybersecurity,including national security,public interests and personal information protection are of great concerns to governments. The coordination between trade facilitation and regulation is a great challenge for various international organizations such as the WTO. There are still some ambiguity and uncertainty with regard to the current international rules and their implication. Parties in the trade disputes should refrain from entering full-fledged trade disputes and explore practical and effective solutions in appropriate manners.
