The Causes and Necessary Measures to Public Authority’s Corruption

本文基于委托代理理论探讨了公共权力腐败的成因。改革的方向应该是健全委托代理关系,完善权力的合法性,改变地方政府只对上负责的局面;通过信息公开和各种阳光法案降低信息不对称的程度;通过完善契约,压缩政府规模压缩公共权力施展能力的空间;通过加强媒体的监督和政府内部的监督增加公共权力腐败的成本。

This paper analyses the causes of public authority’s corruption based on the principal-agent theory.The aim of the reform is to establish a sound principal-agent relationship,improve the authority validity and change the situation that the local government only responsible for its superior authority.The reform is to reduce the degree of inconsistent information by publicizing information and implementing different kinds of sunshine bills;to compress public authority’s power-using room by improve the relative contracts;to heighten corruption cost by strengthening mass supervision and internal government supervision.
