村民理事会治理体制创新研究

The Research on Innovation of Governance System of Villager Council

村民理事会是在创新社会治理背景下应运而生的,在农村基层党组织领导下的以社区、村民小组为基础建立的新型村民自治组织。村民理事会在整合群众利益,调节村民矛盾;收集村情民意,反映群众需求;协调干群关系,调节干群矛盾;调动村民参政热情;推动基层民主发展;发挥内源优势,推进灵活治理等方面发挥重要作用。针对村民理事会所面临的人员老化、机制缺失以及参政热情低等困境,通过吸引人才、健全机制、激发参政热情等策略进一步促进村民理事会健康可持续发展,进而促进美好乡村建设。

The villager council is a new type of village self-government organization established on the basis of community and villager groups under the leadership of rural grassroots party organizations.The villager council integrates the interests of the masses,regulates the villagers’conflicts;collects the villager’s public opinion,reflects the needs of the masses;coordinates the relationship between the cadres and the masses,regulates the contradictions of the cadres;mobilizes the enthusiasm of the villagers to participate in politics;promotes the development of grassroots democracy;exerts endogenous advantages,promotes flexible governance,etc.which plays an important role.In response to the aging of the villager council,the lack of mechanism and the low enthusiasm for political participation,the strategy of attracting talents,improving the mechanism,and stimulating the enthusiasm for political participation further promoted the healthy and sustainable development of the villager council,and promoted the construction of beautiful villagers.
