研究生全面收费和研究生奖学金制度改革的思考

On Tuition Charge for Every Postgraduates and Scholarship Reform

作为研究生培养机制改革的一项内容,2009年开始中央部委所属院校将实行研究生全面收费制度。研究生全面收费有其一定的合理性和必然性,但全面收费后,相当一部分贫困生群体可能因为高昂的学费而面临入学困难。解决这一问题的措施之一就是要完善研究生奖助体系,尤其是要改革和健全现行的研究生奖学金制度,使其在满足研究生本人基本生活需要,鼓励研究生在校期间勤奋学习、全面发展,培养研究生实际工作能力等方面发挥重要作用。

As a part of the reform of the postgraduate education system,MOE-administrated universities will implement the tuition charge for every postgraduate from 2009.It seems rational and necessary to some extent that all the students should pay their tuition.But once implemented,many poor students will possibly lose the opportunity to receive further education due to the high tuition.One possible solution is to improve the scholarship and allowance system,especially to reform and perfect the present postgraduate scholarship system,to cover the basic daily expenses of postgraduates and encourage them to make progress in study and all-round development,and cultivate their practical working abilities.
