试论我国老年教育的社会治理 被引量:6

摘要 我国老年教育的现状、特点和问题在于区域发展不平衡,办学主体以党委老干部工作部门为主,省市老干部大学一枝独秀和难点在农村等。老年教育社会治理是革故鼎新的需要,是建立学习型社会的必由之路,是实现老年人受教育权的路径依赖。老年教育社会治理要走出教育部门不管、老年教育只是休闲教育、属于老干部福利等误区,要通过实施制度引领依法管理老年教育事业、建立以政府为主导社会参与筹措办学经费的机制、按照教育的一般规律和老年教育的特点办学、采用现代教学技术推进老年教育以及借鉴国外经验将老年教育纳入终身教育体系整体规划等对策,实现我国老年教育事业的健康发展。 The status quo, characteristics and existed problems of the senior citizen education lies in the unbalanced regional development. At present, the main educational body of the aging education is chiefly the party committee veteran cadre work department and the provincial and municipal veteran cadre college. It is more difficult to develop the elderly education in rural areas. Senior citizen education is the need of the social governance innovation, the only road to build up the learning society and also the path dependence to realize elderly education. The paper puts forward the concept that it is necessary for the aging education to walk out of the misunderstanding which is neglected by the educational department, regarded as the leisue education and classified into the veteran cader welfare. The aging education has to be carried out by means of the legal system. The construction of the government dominant, social participant and collection of school funding mechanism as well as the general regulation and characteristics of aging education, adopting of modern instructional technology and also the strategy to learn from foreign experiences as the life-long education system is the guarantee to realize the healthy development of the aging education career in China.
