Based on analysis on the trends toward green low-carbon and sustainable development of global refining industry, the paper examines in detail the main problems and causes existing in China's refining industry, proposes the general idea for China's refining industry to achieve green low-carbon and sustainable development, set four development criteria of resource supply, market demand, green low-carbon development and economic efficiency, and finally raises guarantee measures and relevant policy suggestions.
