计算机犯罪是当今国际社会面临的一种全新的高科技犯罪 ,它不仅给受害者造成经济损失 ,而且扰乱社会的经济秩序 ,对各国的国家安全 ,社会文化等都构成了威胁。计算机犯罪形式多样、特点突出 ,是各种因素综合作用的结果。防治计算机犯罪 ,必须加强计算机系统的安全防卫 ,加强有关计算机犯罪的立法控制和司法控制 。

Computer crime is a kind of brand new high tech crime nowadays which the international community is facing It not only causes economic losses to victims,but also disturbs the economic order of the society It has been a threat to the national security of various countries,social culture,etc.Computer crime has various froms of expression and obvious characteristics,which is the result of the comprehensive action of various factors.To prevent computer crime,the safeguarding of computer system should be strengthened,the legislative and judicial control about computer crime should be enhanced and the moral eduation for people who use computers should be stressed.
