南京国民政府的省政府合署办公制度,是国民政府地方建设史上的一项制度改革,也是省制改革的重要内容之一。简而言之,就是把省政府下属的重要办事机构集中起来,以方便政令、公文传递,提高行政效率。对于此项制度改革。当时的一些学者颇为关注,并有所研究。但此后长期不为研究者所重视,偶尔论及。也多是轻率否定。本文试图就南京国民政府省政府合署办公制度的推行过程、实施方法、成效及问题,以及该项制度产生的原因背景等问题作一初步的探讨,以期促进学术界对此项改革的深入系统的研究。

The Shengfu Heshubangong System is not only one item system-innovation in the history of local construction of National Government but also a very important content of the innovation covering the institution of the province. In a word, it is to concentrate those important organizations under the province government in order to advance the efficiency of administration. But few attention has been thrown on this institution innovation among those academicians and administrative experts before the foundation of the People' s Republic of China. A lot of academicians have paid attention to this topic at once while as a result of the influence of ideology there are few research about this topic. Even though this topic is mentioned once in a way, this system is always to be considered a noneffective one. This paper tries making particular analysis of the advancement of the Shengfu Heshubangong System from three different aspects in practical operation: the site, the documents processing the fare furthermore do a primary research about Shengfu Heshubangong System by reviewing the backgrounds and reasons of it.
