情报自由制度即通过行政程序来约束行政权。法律规范性文件、行政机关公共信息、行政会议、行政程序都属于情报公开的范围 ,它们可以使用不同的公开方式。情报自由也有除外情况。本文还探讨了法律救济的权利人、对象和方式。

System of information freedom refers to binding administrative power through administrative procedures. Normalizative documents of law, pubic information of administrative organizations, administrative conferences and administrative procedures are all within the scope of open information, and may be publicized in different ways. There are also exceptions in freedom of information. This article also explores the obligee, object and ways of legal remedy.
