国民经济动员就是国家调动经济资源潜力和社会的物力、财力应对紧急事态的活动。自1994年国家国防动员委员会成立以来,我国的国民经济动员工作进入了新时期。作者从16个方面对新时期国民经济动员的实践和理论研究工作进行了总结,澄清了国民经济动员理论中的一些模糊认识,提出了新时期国民经济动员理论的框架。
