南通市基础教育资源现状为硬资源总量不足,软资源尚称富足。优质师资外流渐趋严重,民众教育需求日益旺盛。南通市基础教育资源策略应选定如下策略:教育硬资源与软资源的调整并举,教育资源的增量与存量调整并举。

The current situation of fundamental education resources in Nantong is that we have enough'soft'resources while lack'hard'resources;more and more teachers of good quality are living while the need for education is rising.To adjust the fundamental education resources,we should take the following strategies:to put stress on both the soft and hard resources;to lay emphasis on both the future development and the current situation.
