行政体制之行政边界与行政组织边界理论探析

Administrative boundary: theories and practices

行政效率低下是困扰我们的一大难题 ,造成行政效率低下的原因也错综复杂。作为行政管理的核心问题 ,行政效率研究是理论界的热点之一。但是目前多半学者行政效率理论研究切入点过于宽泛和模糊 ,致使在实践中难以找到相应的有效对策。以行政边界和行政组织边界“两重边界的重构”为理论基础 ,提出我国行政体制改革首先在宏观上表现为行政边界的重构 ,其次在中观层面上要求行政组织边界作出相应的调整 ,以解决行政组织结构对行政效率的制约。

Low administrative efficiency has been a puzzling problem and its causes are complicated. As the core administrative management, its academic researches have been a hot topic in the theoretical field. However, most researchers could not offer effective countermeasures because their starting points are too extensive and obscure. A new concept of administrative boundary is put forward, and it is argued that the administrative system reform in China should be first of all performed as the restructuring of administrative boundary at the macro level and then as the adjustment of administrative organization boundary at the provincial level to eliminate the restrictions of administrative organization structures on administrative efficiency.
