对智利和哈萨克斯坦的养老保障体制转轨进行了分析。这两个国家之所以成功地实现了由现收现付制向个人账户积累制转轨,一是对转制成本可能带来的负效应准备充分,二是较好的解决了养老基金的经营管理问题。联系本国国情,借鉴他国经验,有益于推动中国建立较为完善的养老金制度体系。

In order to lessen the burden of the state finance, many countries reformed the old-age security system: shifted it from the previous model of pay-as-you-go to the new model of personal account accumulation.Chile and Kajakhstan are two successful models of completing the reform.The article intends to analyse the reason for the two countries' success,find the key factor, then offer some valuable theoretical proposal for our country's reform of the old-age security system.
