近代上海社会保障事业初探(1927—1937)

A Preliminary Study on Social Security of Modern Shanghai

1927年上海特别市政府成立之后,渐次实施了一系列颇具现代意义的社会安全措施。至20世纪30年代中期,逐渐形成一套包括社会救济、社会保险和社会福利等方面内容的社会保障网络体系。尽管其保障作用与稳定功能在30年代的中国表现得十分微弱,但在缓和社会的震荡、减缓社会的冲突程度方面,曾一度发挥了重要作用。

In 1927, the government of the District of Shanghai came into existence and a series of social safety measures with modern contents were carried into execution gradually. Until the middle of 1930s, a set of nexus system of social security comprised with social relieve, social insurance and social welfare grew up an original rudiment. Although the effects of the enterprise of social security were terribly limited, such system ever played a quite essential role in the enhance of the rate of obtaining employment of social members and reducing the conflicts of different behalf colonies during the next about ten years.
