浅谈黄骅港建设中的几个方针性问题

黄骅港是以煤炭运输为主的综合性大港。它的开发和建设,不仅促进沿海和内地经济开发,还有利于促进从冀、晋、陕三省经过的“山、老、边、贫”地区的开发,可以促进新兴工业基地的建设,加强对外交流,缩小区域间经济发展的差别,起到建设黄骅“一个港”,修建神黄铁路“一条线”,促进经济发展“一大片”的作用。据此,文中对黄骅港建设中的几个方针性问题进行了探讨。

Huanghua Port is a big comprehensive port with coal transportation in the majority. Its development and construction not only can promote the economic development of coastal areas and the inland, but also can help promote develodp-ment of the mountainous areas, old liberated areas,border regions and under-eveloped regions of Hebei, Shanxi and Shaanxi Provinces. Furthermore, it can promote construction of newly built industrial bases, strengthen exchanges with the outside world, as well as reduce the differences of economic development between different regions,so as to achieve the effect of promoting economic development of vast expanses of interior territory after building 'One Port' -Huanghua Port and 'One Line' -Shenhuang Railway. As a result,this papermakes investigation on the policy-making process for the construction of Huanghua port.
