摘要
针对中方县(湘西北的山区县)阻碍农业可持续发展的水土流失严重、旱涝灾害频繁、农村环境质量下降、森林生态功能减弱等主要生态环境问题,重点探讨了水土流失综合治理、地表水资源合理调蓄利用、生态农业和高效林业建设等方面的任务与措施。
Zhongfang county, a typical agriculture-oriented county in the mountain area, is located in the northwest of Hunan province. The measures for controlling soil and water loss, rationally adjusting and utilizing surface water resources, constructing the eco-agriculture and high efficient forestry were discussed and defined in terms of such bottle-neck problems hindering the sustainable agricultural development in this county as severe soil and water loss, frequent drought or flooding, poor rural environmental quality, and decline of forest ecologic function.
