本文论述了现行的学术问题决策方式———专家无记名投票表决方式的利弊 ,分析了其弊端导致的问题 ,并在此基础上指出改进的有效途径是实行实名投票制 。

This paper discusses the pros and cons of the curre nt decision-making way for academic issues-expert review with anonymous vote.Then analyses the issues that its drawbacks cause.On this basis we point out that the effective way for improvement is to implement real name vote ,namely expert rev iew with real name vote and anonymous result announcement.
