政府成本与市场经济效率之间是一种反比例关系,市场经济需要低成本政府,低成本政府一般具有“企业家”政府、服务型政府、法治型政府和学习型政府等特征。实现低成本政府的途径主要包括:(1)转变政府职能,精简机构;(2)引入市场机制,推行公共服务社会化;(3)增强成本意识,规范政府财政开支;(4)建立科学、规范、有序的政府运行机制;(5)加强政风建设,预防和严惩政府腐败。

Establishing perfect socialist market economic system is a policy with great immediate significance and far-reaching meaning made by the Chinese Communist Party in the new century and new development stage.
