针对工业文明所带来的人口、环境与发展的困境 ,应确立一种新的生存意识和发展意识的文明观念———生态文明观。确立生态文明观是人类生存的伦理需要。环境教育旨在促进公民生态文明观的树立。文章论述了环境教育的中外状况、环境教育的目标及教育途径。

To extricate from the predicament of population, environment and development brought by industrial civilization, a concept of civilization, -an outlook on ecological civilization, should be established, involving a new sense of existing and developing. This establishment is ethically necessary to human existence. Environment education discussed in this paper seeks to help foster citizen's outlook on ecological civilization. This present paper explores the ( current) situation at home and abroad, the target and the approaches of environment education.
