对权力制约与监督是现代民主政治的核心问题之一。凡是不受制约与监督的权力必定会被滥用而导致专横与腐败。在现代民主化进程中 ,对权力进行有效的制约与监督 ,已成为各国共同面临的 ,同时也是必须解决的问题。
