制度创新是经济发展的动力和源泉。当前,农村特别是山区农村生产力发展的最大障碍是落后的观念与农村经济制度。为此,要对农村产权制度与经营制度、金融制度、财税制度、粮食流通体制、科技体制、社会保障制度等进行创新。

System innovation is motive force and source of economy development. Now, the biggest obstacle of productive forces in countryside especially in mountain area is backward idea and countryside economy system. So we should innovate countryside essentialism system , management system, finance system, taxation system, food circulation system, science & technology system and social guarantee system.
