党的十六大提出全面建设小康社会是要建设经济、政治、文化全面发展的社会,这是一项非常复杂、艰巨的社会系统工程,是一场根本改变中国经济、技术和人民生活落后面貌的伟大革命,在这场革命中应落实钱学森倡导的系统工程管理技术引用于社会系统工程管理实践的想法,重视社会系统工程专家对政府决策的理论与实践支持作用,应用系统理论提高政府的政策质量和管理水平,应用社会系统工程管理体系构建的国家创新体系,同时应组建国家级全面建设小康社会的社会系统工程管理机构,充分发挥社会系统工程在全面建设小康社会中的历史作用。

The goal to build a well-to-do society in an overall way put forward by the sixteenth National Congress of the Chinese Communist Party is to build a society with an overall economic, political and cultural development.This is a very complex and arduous social systems engineering and also a great revolution to fundamentally change the backward state of economy, technology and people′s life of China.During this revolution, it is necessary to put into effect the idea advocated by Qian Xuesen to apply systems engineering management techniques to the practice of social systems engineering management, direct attention to the supporting role of social systems engineering specialists in the theory and practice of government decision-making, apply systems engineering to raising the policy quality and administration level of the government, apply the social systems engineering management system to constructing the innovative system of the state.At the same time, it is imperative to set up a state-level social systems engineering organization for constructing the well-to-do society in order to bring into full play the historical role of systems engineering in building a well-to-do society in an overall way.
