地方政府制度创新的动因分析

On Motivation of System Innovation in Local Government

本文在初步界定地方政府制度创新涵义的基础上 ,从社会变迁、制度缺陷和利益诉求三个方面研究、分析了地方政府制度创新的动因 ,指出 :由社会生产力发展所带来的社会变迁是地方政府制度创新的根本动因 ,制度以及制度结构本身所具有的缺陷是地方政府制度创新的内在动因 ,而对制度创新预期净收益的诉求则是地方政府制度创新的直接动因。在上述三种因素的共同作用下 ,地方政府的制度创新行为才得以持续进行。

On the basis of elementarily describing the new sense of system innovation in local government (SILG), this paper has studied and analyzed its motivation from the points of social change, system defect and legal requirements of interests. It has pointed out that the development of social productive forces is the root motivation of SILG, the defect the system and the system structure itself have is the internal motivation of SILG, the legal requirement of the net profit expected from system innovation is the direct motivation of SILG. Only the common functioning by these three factors can the behaviors of SILG keep going.
