The Legal Construction in Shanghai's Culture Markets after Chinas Joining in WTO

上海文化产业面临的挑战,反映在法律层面的突出问题是:国外文化产品大量涌入,多元文化汇聚要求文化建设法治化,文化产业的市场运作亟待探索。建议抓紧文化产业发展法律保障体系的完善;变政府运用权力“办文化”为政府依据法律“管文化”;高起点培养懂法律的高层次文化管理人才;尽快切实解决文化人不守法的问题。

Since Chinas joining in WTO, with the rushing-in of foreign cultural products, Shanghais culture markets have faced many problems. Shanghai should strengthen its cultural construction by law, probe into the operation of culture markets, perfect the legal safeguard system of cultural industrys developments and turn the governments building culture by power into ruling culture by law. It is also crucial for training high-level cultural managerial staff who both understand law and obey law.
