主权是一个历史的、发展的概念 ,不能将其绝对化、教条化。主权不是一个纯质的、仅仅体现国家权威的概念 ,它包含具体的权力内容并在对内和对外关系中得到体现。主权让渡在全球化和区域一体化的潮流中是一个必然的趋势。主权让渡不是主权的剥夺 ,而是国家间的主权共享。明确主权的让渡问题有助于我们认识和实现全球化时代国家利益的维护和扩展。

Sovereignty” is a concept of historical and developmental,therefore, we could not take it implicitly and dogmatically. “Sovereignty”not only reflects the authority of state,but also embraces concrete powers, and in the meantime it is reflected both in the internal and external relations. Sovereignty transfer has become a trend in the process of globalization and regional integration. Sovereignty transfer does not mean the disfranchisement of sovereignty, but the sharing of sovereignty between states. To understand sovereignty transfer as it is, will be helpful for us to maintain and expand national interests in the time of globalization.
