Athens is the first western country studying the power restriction through supervision. Shell Banishment Method is the first effective system established by Athens to supervise public power. This method has played a special role in protecting Athenian democratic system. Meanwhile, it also has provided some significant enlightenment for establishing the system of supervising power at the later ages.
