The paper conducts a systematic review of the historical, social and cultural context in which the political civilization of capitalism cam into being, and concludes that modern political civilization has evolved as a result of the interaction of such elements as the historical development of democratic politics, the social foundation of citizenship society, and the political culture of rationalism.
