乡企困境:运行机制弱化、自主权越来越少、企业负赢不负亏,管理的随意性,经营盲目性、短期性,结构趋同、结构落后;其根源是产权关系模糊、管理者来源的社区性,政企不分、运行环境恶化,政策不到位、不公平。出路主要是建立和完善法人治理机构,突出重点、加强管理,调整产业结构、区域结构、产品结构和企业组织结构;培训员工,引进人才;打好基础、营造环境,政策倾斜、扶持发展。

Enterprises of village and township have met many diff iculties,suchas;the weakness of function system,less and less autonomy,enterpris es' persuit of profit without persuit of loss,the informality of administration, blindness and short-termnizafion of management,the similar backward structure.It s root originates from the ambigaity of ouwership relationship,the community of mangagers,the mixture between goverment and enterprises,the worsering of operati ng enviroment,and the unjust policies,etc.The countermeasures lie in the organi zation and perfection of legal person administration institute,protruding emphas is,strenthening management,adjusting enterprises structure and regional structur e,product structure and enterprise organizational structure,training staff,infro ducing talents,better infrastructure,and constructing a better system of polices .
