从成立烤烟生产协会、提高烟叶生产技术水平、建设专业化从烟队伍、推行科学化和信息化管理4个方面介绍了湖南省浏阳市在烟叶生产中建立的烟厂、政府、烟草公司"三位一体"的风险利益共同体的新型管理模式。

The new type 'trinity' management mode, a community wherein the cigarette factory, government,and tobacco company sharing risks and interests, in tobacco production created in Liuyang tobacco growing area of (Hunan) Province was introduced from four aspects, including founding the association of flue-cured tobacco (production,)improving the production technology, building up the specialized teams related to tobacco and carrying out (scientific) and informationized management.
