As a plan of country's economic development,West Development has been put forward for five years.From its out to today,its outcame has been positive,and comes out a series of good effects.From system-arrangement's viewpoint,This article makes a demand-supply's analysis about the system-arrangement from country's and civil economic body's viewpoints respectively,and gives some political suggestions.
