摘要 日本是世界第二大石油消费国和进口国。为保障本国的石油供应安全,在两次能源危机后,日本建立了庞大的石油储备。1999年底,石油储备量为9007万千升,仅次于美国,即可以保证国内161天的供应量。因此,在近年国际市场油价变化莫测、不断攀升期间,日本国内市场石油价格变动不大。石油储备对调节日本国内供需、平抑油价、保障经济等方面起着积极的作用。日本在石油储备建设中的有益经验值得我们借鉴。 As the world’s second biggest petroleum consumer and importer, Japan, for the sake of its petroleum supply security after the two energy crises, has established huge petroleum reserves. The petroleum reserve of Japan by the end of the year 1999, next only to that of America, has amounted to 90,070,000 kilolitres, which is sufficient to keep the country’s internal consumption going for 161 days. It is chiefly because of this fact that the oil price remains fairly stable on Japan’s home market while on the international oil market oil prices fluctuate unpredictably and keep soaring. It is obvious that Japan’s oil reserve has played a positive role in regulating the country’s supply and demand, stabilizing oil prices and safeguarding the economy as a whole. These experiences of Japan are beneficial and worth our learning from.
